dc.description.abstractalternativeBy a Ministry of Interior directive that will take effect in fiscal year 2009, all provinces nationwide will have the authority to formulate development plans according to Public Administration Act, B.E. 2534 (1991), (Vol. 7), 2008 (Section 52). Consequently, like central departments, the provinces have become a corporation which can request budgets from the Bureau of the Budget. Therefore, the Bureau of Policy and Strategy, Ministry of Public Health, studied the process for developing provincial plans in terms of overview, health, and local government plans. This study was aimed at investigating the problems and proposing recommendations for the development of provincial plans in 2009. This qualitative research study was conducted from June to August 2008. Data were collected from the four targeted regions, namely the Central, Northern, Northeastern, and Southern regions, represented by four provinces: Samut Songkhram, Lamphun, Sakhon Nakhon, and Krabi, respectively. The results indicate that some provinces are not ready owing the limited time provided for developing the provincial plans. Further, the central agencies always try to pressure the provinces and use provincial structures of the bureaucratic system. In addition, since the provinces, districts and subdistricts have no time to study the overview of problems, they have requested budgets by collecting plans from related agencies, except for community plans. Moreover, they do not integrate their community plans into the provincial plans. However, most provinces already have developed their visions, strategies, and databases for developing plans, which makes selecting the programs/projects more convenient in responding to provincial strategies. Furthermore, there is a committee for considering the public health programs/projects proposed for developing the provinces, such as food safety, dengue fever control, and quality of life. Most projects/programs are responding to provincial strategies, but in smaller proportion compared with others sectors. Some provinces do not recognize the importance of public health programs/ projects and consider such functions as routine jobs for the responsible agencies. Local government agencies have their own budgets; in practice, they do not request budgets for developing their plans. It is recommended that: (1) central departments should set timelines appropriately in order to enhance the quality of provincial development plans; (2) provinces should develop a participatory process for the development of quality and identify strategies for integrating the community plans into the provincial development plans mentioned in the Act; (3) provincial public health offices should proactively study the health problems and health needs in specific areas and collect the data needed for requesting budgets, and should communicate with the province populations so that they will understand and mutually recognize the effects of health problems and (4) the local administration organizations should be the main agency for integrating provincial plans, especially financial resources.en_US
