Target Audience: Policy makers, program managers, and health care providers involved in HIV prevention and control. Technology: Oral fluid based, rapid HIV antibody test. Technology Description: An oral test for HIV is a non-invasive alternative to blood tests for detection of human HIV infection. It offers rapid test results without needing laboratory infrastructure, and could be useful in resource limited settings. Objectives: To provide policy recommendations concerning the introduction of oral fluid based, rapid HIV antibody test in Thailand using societal perspective. Methods: Qualitative approaches, including in-depth interview and focus-group discussion among stakeholders, including health care providers responsible for HIV screening and surveillance, HIV policy makers, leaders of non-governmental organizations and clients who sought HIV test. Results: This study suggests no potential need for the use of oral fluid based, rapid HIV antibody test in the current public and private health care settings in Thailand. In addition, the test may cause undesirable implications. However, as this technology has certain comparative advantages over conventional serum HIV test such as it increases acceptance for HIV test in the population, the health delivery system should be well prepared if it is to be implemented. To use this test appropriately, there are three key issues to take into account. First, the sensitivity and specificity of oral fluid test should be comparable to those of blood test. Second, the health care settings to provide oral fluid based test should meet the standard requirements of HIV screening premises. Third, this technology should not be more expensive than serum HIV test. If it is more expensive, consumers should be responsible for the marginal cost. Conclusions: To promote appropriate use of technology, the introduction of oral fluid based, rapid HIV antibody test in Thailand ,s health delivery system requires comprehensive preparatory and regulatory measures, as a prerequisite. | en_US |
