dc.description.abstractการกระจายอำนาจและการถ่ายโอนภารกิจด้านสุขภาพจากส่วนกลางไปสู่ท้องถิ่น ได้มีการดำเนินงานมานานในประเทศฟิลิปปินส์ ตั้งแต่ พ.ศ. 2535 ส่วนประเทศไทยได้ริเริ่มผลักดันการกระจายอำนาจสู่ท้องถิ่นมาตั้งแต่ พ.ศ. 2475 จนกระทั่งสามารถนำมาดำเนินการได้ใน พ.ศ.2550 อย่างไรก็ดีการกระจายอำนาจและการถ่ายโอนภารกิจด้านสุขภาพจากส่วนกลางไปสู่ท้องถิ่นยังไม่สามารถดำเนินการได้อย่างเต็มรูปแบบเช่นประเทศฟิลิปปินส์ ดังนั้นการศึกษาการกระจายอำนาจและการถ่ายโอนภารกิจด้านสุขภาพจากส่วนกลางไปสู่ท้องถิ่นจากประสบการณ์ของประเทศฟิลิปปินส์ซึ่งดำเนินการมานานถึง 17 ปี ที่มีผลกระทบต่อการพัฒนาสุขภาพทั้งด้านบวกและลบ สามารถนำมาปรับปรุงให้มีความสอดคล้องกับสถานการณ์ในปัจจุบันของประเทศไทย เพื่อใช้เป็นแนวทางในการสนับสนุนการดำเนินงานในรูปแบบของกระจายอำนาจ และหลีกเลี่ยงปัจจัยที่จะทำให้เกิดปัญหาและผลกระทบจากการถ่ายโอนภารกิจด้านสุขภาพth_TH

dc.description.abstractalternativeDecentralization has fully materialized in the Philippines over a period spanning almost two decades. In Thailand, decentralization was initiated as early as 1932, but materialized only in 2007. However, decentralization process in the health sector has been delayed in the devolution of health service facilities from the central to local government levels. Lessons learned from the Philippines, which has fully implemented decentralization for 17 years, will be very valuable lessons for learning about the positive and negative impacts arising from decentralization in order to provide policy options for Thailand so that it can avoid negative impacts and follow successful policy measures in support of the decentralization process of health services to the local government level.en_EN
