| dc.description.abstract | โครงการวิจัยเชิงปฏิบัติการ“การพัฒนานักสื่อสารสุขภาพไทใหญ่ในพื้นที่จังหวัดเชียงใหม่” เป็นโครงการหนึ่งภายใต้แผนงานวิจัยและพัฒนาระบบสื่อสารสุขภาพสู่ประชาชน ที่มุ่งเน้นการพัฒนาระบบการสื่อสารสุขภาพในกลุ่มผู้ด้อยโอกาสและมีภาษาและวัฒนธรรมที่แตกต่างจากคนไทย โดยในโครงการนี้กลุ่มเป้าหมายคือแรงงานข้ามชาติไทใหญ่ที่อพยพมาจากประเทศพม่า เข้ามาทำงานในพื้นที่จังหวัดเชียงใหม่เป็นจำนวนกว่าหนึ่งแสนคน สถานภาพบุคคลที่เข้าเมืองผิดกฎหมาย การทำงานที่หนักและการไม่สามารถใช้ภาษาไทย ทำให้แรงงานกลุ่มนี้เข้าไม่ถึงสถานบริการสาธารณสุขและข้อมูลข่าวสารที่สื่อสารตามระบบปกติ เพื่อให้แรงงานไทใหญ่สามารถพึ่งตนเองได้ในทางสุขภาพและมีสุขภาวะที่ดียิ่งขึ้น โครงการนี้จึงมีวัตถุประสงค์ที่จะพัฒนานักสื่อสารสุขภาพที่เป็นคนไทใหญ่ พัฒนาเครือข่ายการสื่อสารสุขภาพระหว่างองค์กรภาคีภาครัฐ เอกชน และชุมชน และพัฒนาระบบและกลไกการสื่อสารสุขภาพที่หนุนช่วยให้การทำงานของนักสื่อสารสุขภาพเป็นไปได้อย่างมีประสิทธิภาพและประสิทธิผล โดยขั้นตอนการดำเนินงานของโครงการเริ่มจากการค้นหานักสื่อสารสุขภาพไทใหญ่(นสส.ไต)ที่มีจิตอาสา สนใจในการพัฒนาตนเองและทำกิจกรรมการสื่อสารสุขภาพ และสามารถปลีกตัวมาร่วมงานได้ จากนั้นจึงจัดกิจกรรมการพัฒนาศักยภาพของนสส.ไต และสนับสนุนให้จัดกิจกรรมการสื่อสารสุขภาพ ซึ่งประกอบไปด้วยการจัดรายการวิทยุชุมชน การผลิตละครวิทยุ และการจัดเวทีสาธารณะ การพัฒนานสส.และการทำกิจกรรมการสื่อสารสุขภาพ ทำให้เกิดผลตามวัตถุประสงค์ ได้แก่ การที่นสส.ไตมีความรู้ความสามารถในการสื่อสารมากขึ้น สามารถขยายเครือข่ายการสื่อสารสุขภาพได้กว้างขวางขึ้น ทั้งในระหว่างนสส.ด้วยกัน และระหว่างนสส.กับเจ้าหน้าที่ของรัฐ นักวิชาการและเจ้าหน้าที่องค์กรภาคีอื่น ๆ และได้พัฒนากระบวนการฝึกอบรมที่อาศัยวิทยากรที่มีความรู้หลายด้านได้แก่ด้านสุขภาพ ด้านแนวคิดและเทคนิคการสื่อสาร ที่มาร่วมกันวางเนื้อหาและกระบวนการพัฒนานสส. สุดท้ายโครงการมีข้อเสนอแนะในการดำเนินงานการสื่อสารสุขภาพในกลุ่มแรงงานข้ามชาติ โดยเสนอให้เพิ่มปริมาณและคุณภาพของนสส. โดยการพัฒนาสถาบันที่ให้การฝึกอบรม การส่งเสริมให้แรงงานข้ามชาติเรียนภาษาและวัฒนธรรมไทยให้มากขึ้น เป็นต้น เสนอให้เพิ่มบทบาทขององค์การปกครองส่วนท้องถิ่น(อปท.) และวัด ในการส่งเสริมสุขภาวะของแรงงานข้ามชาติ ให้พัฒนาช่องทางการสื่อสารสุขภาพให้มีประสิทธิภาพมากยิ่งขึ้น เสนอให้พัฒนาคลังข้อมูลที่ให้ข้อมูลที่ถูกต้องและเป็นประโยชน์ต่อการสื่อสารสุขภาพของแรงงานข้ามชาติ และเข้าถึงได้ง่าย และเสนอให้เพิ่มการสื่อสารกับสังคมในลักษณะที่จะนำไปสู่การลดอคติทางชาติพันธุ์ และส่งเสริมความเข้าใจในความเป็นมาและความแตกต่างทางวัฒนธรรม และส่งเสริมการอยู่ร่วมกันอย่างสงบสุข | en_US |

| dc.description.abstractalternative | The action research on “Developing Shan Health Communicators in Chiang Mai Province” is a project under the Popular Health Communication System Research and Development (HCS) program, which aims to develop health communication system for disadvantage minorities who have different language and culture from the Thai majority. The target beneficiaries of this research are the Shan migrant workers from Myanmar, working in manual labor sectors in Chiang Mai. Illegal status, hard works in exploitative conditions and the inability to communicate in Thai prevent these migrants to access health information and services. The research project has thus developed Shan health communicators to work on health communication by organizing trainings on concept of health communication, knowledge on health protection and treatment and communication techniques, and supporting health communicators to organize health communication activities namely hosting the health promotion program via the community radios, producing radio drama and organizing public forum in various places. The results from 10 month project implementation (March-December 2008) are 1) Shan health communicators have increased their knowledge on health problems, prevention and treatment and communication skill. 2) Health networks are expanded among the health communicators themselves and between them and government officers, non-government workers, academics whose works relate to the Shan, their health and communication. 3) Health communication systems and mechanism to support health communication among worker migrants have been initially developed especially in setting up training curriculum and process for health communicators and increasing communication channels. To promote health communication among migrant workers, the project recommends that 1) health communicators to work with migrant workers should be increased in both quantity and quality by developing health communication training institute with relevant curriculum and training programs. 2) Education related agencies should increase non-formal education classes for migrant workers to study Thai language and culture. 3) Local governments and religious organizations should play more active role in promoting health among migrant workers. 4) Health communication channels should be expanded and used more efficiently in health promotion. 5) The public campaign to reduce ethnic prejudice and promote the peaceful coexistence between people from different ethnic and religious background is needed to be done. | en_US |
