Abstract
The objectives of this research was to synthesize the policy on herbal medicines in the health service system, and to evaluate factors affecting access to the herbal medicine service in the government health insurance system to clarify relevant relationships in preparing policy recommendations for each service. Accessing the receipt of herbal medicines by clients in different health insurance schemes that are performed in the literature review process and evaluate data from national records. As well as surveying data in both provinces covering the provinces included in the Herbal City Plan, which includes Chiang Rai and Udon Thani Province. in the results might be useful as the important information reflecting the implementation and guidelines for developing a process to promote access to the country's use of herbal medicines. The results were divided into three sections including access situation of herbal medicine, value chain and supply chain, and user survey. The fisrt part that evaluating the access situation to herbal medicine, and using Thai herbal medicines. This points to the current situation in terms of encouraging the use of herbal medicines, including addressing issues concerning herbal medicines usage and access. The results of the study of the value chain and supply chain theory of Thai herbal medicines were presented. we found problems that affect the access and service of Thai herbal medicine in various issues, i.e. problems of scarce and other types of herbal raw materials, lack of quality raw materials for herbal medicinal products, problems with entrepreneurs. This results in confusion about the conditions for producing and creating herbal medicines. In addition, from both provincial hospitals surveying related parties for services and access to herbal medicines. We found similar in access to facilities and patient satisfaction with herbal medicines. The pleasure and acceptance of treatment using very strong herbal medicines. However, we found that in some places patients still lack information about the use of herbal medicines, which is an argument that needs to be furthered and improved in the future. From literature review and policy synthesis, there are a number of issues which need to be solved for developing and encouraging the proper use of herbal medicines i.e develop a higher standard of herbs, good procurement procedure for herbal medicine, improves awareness and attitude for service providers, and academic knowledge synthesis that encourages the proper use of herbal medicines.
