dc.description.abstractการแพร่ระบาดของเชื้อไวรัสโคโรนา 2019 (Coronavirus Disease 2019, COVID-19 หรือ โควิด-19) นับเป็น "การระบาดใหญ่" (pandemic) หลังจากพบผู้ติดเชื้อทั่วโลก ปัจจุบัน (กันยายน 2563) มีผู้ติดเชื้อทั่วโลกมากกว่า 30 ล้านราย และผู้เสียชีวิตเกือบล้านราย การระบาดนี้ส่งผลกระทบทางสาธารณสุข สังคม และเศรษฐกิจทั่วโลก รวมถึงประเทศไทย การรับมือกับการระบาดต้องอาศัยความร่วมมือระหว่างทุกภาคส่วน การศึกษาวิจัยครั้งนี้ จึงเสนอกรอบยุทธศาสตร์การดำเนินงานด้านสาธารณสุขของประเทศไทยในการตอบสนองต่อการระบาดของโรคโควิด-19 โดยมีเป้าหมาย “ลดการติดเชื้อ ลดการป่วย และลดการตายจากโควิด 19” การดำเนินงานเพื่อให้บรรลุเป้าหมายดังกล่าว ต้องครอบคลุม strategic area 7 ด้าน ได้แก่ 1) การติดตามสถานการณ์และแนวโน้มการระบาดของโรค 2) การกำหนดมาตรการทางสังคมตามสถานการณ์ปัจจุบัน และหลักฐานเชิงประจักษ์ 3) การกำหนดมาตรการทางสาธารณสุขเพื่อเฝ้าระวัง ป้องกันและควบคุมการแพร่ระบาดของโรค 4) การเตรียมความพร้อม ศักยภาพและทรัพยากรของระบบบริการสุขภาพ 5) การส่งเสริมการจัดการความรู้ การวิจัยและพัฒนา 6) การสื่อสารและประชาสัมพันธ์อย่างมีประสิทธิภาพกับหน่วยงานที่เกี่ยวข้องและประชาชน 7) การบริหารจัดการเชิงบูรณาการเพื่อการจัดการกับการระบาดของโรค โดยเป็นการวิเคราะห์การดำเนินงานที่ผ่านมา พร้อมทั้งระบุส่วนขาดของการดำเนินงาน และให้ข้อเสนอแนะสำหรับการพัฒนาต่อไป เพื่อเป็นแนวทางสำหรับประเทศและพื้นที่หากเกิดการระบาดในอนาคตth_TH

dc.description.abstractalternativeThe global spreading of Coronavirus Disease 2019 (COVID-19) started in late 2019 and still last until today. Globally, more than 30 million people infected and nearly million people died from COVID-19. This emerging infectious disease creates massive impacts to not only health but also social, wellbeing and economic. Tackling with the pandemic, we require multisectoral collaboration across sectors. This study set the aim with “Reclining Infection, Reducing Morbidity and Avoiding Mortality of COVID-19”. In order to achieve this aim, the study 7 strategic areas for Thailand to cope with the outbreak; 1) situation and trend, 2) social measures, 3) public health measures, 4) health system response, 5) research & development, 6) communication and 7) governance. Each strategic area covers situation analysis, measures/interventions implemented, gaps and recommendations. This strategic framework can be applied at national and provincial levels.th_TH
