Abstract
The government has developed a National Strategy (2018 – 2037) as a primary master plan for national development (Level 1 plan). This includes creating specific master plans under the National Strategy to achieve objectives. In addition, the Office of the National Economic and Social Development Council (NESDC) has introduced the Thirteenth National Economic and Social Development Plan (2023-2027) (Level 2 plan) to translate the National Strategy into a framework for national development over this period.
Regarding the country’s health system, a National Health Plan has been developed to serve as a guideline for health system development. The latest plan, the 12th National Health Development Plan (2017–2022), provided this direction. To ensure continuity and alignment with future health development efforts, the Ministry of Public Health should consider drafting the 13th National Health Development Plan (...–...) to outline the health priorities over the next five years in line with the aforementioned Level 1 and Level 2 plans, acting as a primary mechanism to convey public health strategies.
The objectives of drafting the 13th National Health Development Plan (...–...) include: 1) assessing key situations and trends from various levels of planning; 2) analyzing the effectiveness of management and implementing the 12th National Health Development Plan; and 3) preparing the draft of the 13th National Health Development Plan (...–...) with approaches such as data collection to synthesize critical changes impacting future health development in Thailand. This includes gathering and analyzing past performance in implementing the 12th plan to design an actionable 13th National Health Development Plan (...–...). The draft plan will then be discussed with experts and other stakeholders to gather feedback before being presented to relevant agencies for final approval.
The draft of the 13th National Health Development Plan (...–...) comprises four development goals and thirteen milestones within these goals, as follows: Development Goal 1 – Enhancing public health literacy and encouraging appropriate health behaviors, with two milestones; Development Goal 2 – Ensuring accessible, high-quality healthcare services, with three milestones; Development Goal 3 – Promoting health economics as a key driver of the high value economic system, with three milestones; and Development Goal 4 – Establishing effective and sustainable support mechanisms, with five milestones.
