dc.description.abstractรายงานฉบับนี้มีวัตถุประสงค์เพื่อพัฒนาข้อเสนอ รูปแบบองค์กร ขอบเขต บทบาท ภารกิจ โครงสร้าง กลไกและความเชื่อมโยงของหน่วยงานศูนย์สารสนเทศกลาง เพื่อการจัดการหลักประกันสุขภาพ หรือ National Data Clearing House (NDCH) โดยประมวลจากการทำงานของทีมวิชาการที่เป็นคณะทำงาน มีสมาชิกเป็นผู้ที่มีความรู้และประสบการณ์ในงานที่เกี่ยวข้อง และตัวแทนจากหน่วยงานด้านหลักประกันสุขภาพของประเทศและได้รับการคัดเลือกจากคณะกรรมการกำกับทิศทางฯ โครงการวิจัย เรื่อง National Data Clearing House (NDCH) ของระบบหลักประกันสุขภาพ ภายใต้สำนักงานวิจัยเพื่อการพัฒนาหลักประกันสุขภาพไทย โดยกระบวนการระดมสมองข้อมูลจากบทความเชิงเทคนิคจากผู้เชี่ยวชาญที่พัฒนาระบบงานที่เกี่ยวข้องในปัจจุบัน และการทบทวนโดยคณะทำงาน ตลอดจนคณะกรรมการกำกับทิศทางฯ ของโครงการ โดยสรุป ภารกิจพื้นฐานของ NDCH ควรประกอบด้วยการประเมินข้อมูล และประมวลผลข้อมูลเพื่อใช้เป็นสารสนเทศสำหรับการเบิกจ่ายค่ารักษาพยาบาลและบริการสาธารณสุขเพื่อส่งมอบสารสนเทศเพื่อดำเนินการจ่ายค่ารักษาพยาบาลและบริการสาธารณสุขต่อไป การวิจัย พัฒนาและกำหนดมาตรฐานข้อมูลฐานข้อมูลและวางระบบสารสนเทศเพื่อการเบิกจ่าย ให้เป็นไปตามข้อกำหนดของหน่วยงานด้านหลักประกันสุขภาพของประเทศ รวมถึงหน่วยงานของรัฐอื่นที่เกี่ยวข้อง และให้หน่วยบริการสามารถปฏิบัติได้อย่างมีประสิทธิภาพและประสิทธิผล การจัดทำ และบริหารคลังข้อมูลของข้อมูลการเบิกจ่ายค่ารักษาพยาบาลและบริการสาธารณสุขวิเคราะห์ ทบทวน จัดทำระบบและฐานข้อมูลสารสนเทศจากข้อมูลการเบิกจ่ายข้างต้น เพื่อการจัดการเชิงนโยบาย การจัดการระบบ การทบทวนการใช้ทรัพยากรและการใช้ประโยชน์เพื่อการวิจัยและพัฒนา การให้บริการด้านสารสนเทศ แก่หน่วยงานของรัฐเพื่อประโยชน์ด้านการศึกษาวิจัยและการหารายได้และบริหารจัดการรายได้จากการดำเนินการตามภารกิจเพื่อสนับสนุนและพัฒนาองค์กร รวมถึงการดำเนินการตามภารกิจ ทั้งนี้จะต้องมีการพัฒนาระบบงาน โครงสร้างองค์กร และระบบกำกับดูแลที่มีธรรมาภิบาลรองรับต่อไปth_TH

dc.description.abstractalternativeThis report presents a draft proposal of the organization, scope, missions, structures, mechanisms and linkages of a national data clearing house (NDCH) for the Thai health security schemes. It is drawn from the work of the assigned taskforce under the supervision of the steering committee appointed by the Health Insurance Systems Research Office (HISRO), using brainstorming sessions, extraction of key contents from technical papers written by selected Thai experts in the field, and reviews by the committee. In sum, the basic missions of NDCH should include data assessment and information processing for reimbursement purposes for health services; research, development and determination of data standards, databases and information systems to be used in reimbursement processes in order to meet requirements of health security organizations and related government agencies, while feasible for providers to comply effectively and efficiently; building and administering warehouse of reimbursement data, as well as performing data analysis, review, and creating information applicable for policy management, system management, utilization review of health resources, and for use in research and development; information services for other governmental agencies for academic research; and revenue generating to support its operations and development. To accomplish the missions, NDCH needs to develop effective work systems, organization structures and governance.en_US
