dc.description.abstractการแพร่ระบาดของโรคติดเชื้อไวรัสโคโรนา 2019 หรือ โควิด-19 (COVID-19) ได้ลุกลามไปทั่วโลก และส่งผลกระทบต่อทุกคนในทุกหนแห่ง อย่างไรก็ตามแม้ว่าโควิด-19 จะส่งผลกระทบด้านลบหลายประการแต่ก็ทำให้นักวิจัยได้หาโจทย์และแนวทางในการสร้างผลงานวิจัยใหม่ เพื่อตอบสนองต่อความท้าทายที่ทุกคนบนโลกกำลังเผชิญอยู่ โดยงานวิจัยชิ้นนี้ได้ทำการทบทวนเอกสารและข้อมูลจากสถานการณ์จริง (real-world data) เพื่อใช้ตอบคำถามเชิงนโยบายสำคัญอันสืบเนื่องจากการแพร่ระบาดของโควิด-19 โดยศึกษาผลกระทบของโควิด-19 ต่อการรับบริการในแผนกผู้ป่วยนอก (outpatient department: OPD) และแผนกผู้ป่วยใน (inpatient department: IPD) รวมทั้งภาวะที่ควรควบคุมด้วยการบริการผู้ป่วยนอก (ambulatory care sensitive conditions: ACSCs) กลุ่มผู้ป่วยสุขภาพจิต (mental health) หัตถการที่มีคุณค่าน้อย (low-value care) และอัตราการเสียชีวิต (mortality) โดยมีวัตถุประสงค์หลักเพื่อปรับปรุงระบบสาธารณสุขของประเทศไทย ซึ่งมี 5 วัตถุประสงค์ย่อย ดังนี้ คือ วัตถุประสงค์ที่ 1: เพื่อเข้าใจผลกระทบจากการระบาดของโรคติดเชื้อไวรัสโคโรนา 2019 และผลกระทบจากมาตรการควบคุมโรคต่อสาธารณสุขโดยเฉพาะการรับบริการผู้ป่วยนอกและผู้ป่วยใน วัตถุประสงค์ที่ 2: เพื่อเข้าใจผลกระทบจากการระบาดของโรคติดเชื้อไวรัสโคโรนา 2019 และผลกระทบจากมาตรการควบคุมโรคต่อสาธารณสุขและต่อประชากรกลุ่มต่างๆ ในประเทศไทย วัตถุประสงค์ที่ 3: เพื่อประเมินปัจจัยเสี่ยงในกลุ่มผู้ป่วยติดเชื้อไวรัสโคโรนา 2019 ผู้ป่วยติดเชื้อรุนแรงและผู้ป่วยที่เสียชีวิตจากเชื้อไวรัสโคโรนา 2019 ในประเทศไทย วัตถุประสงค์ที่ 4: เพื่อเปรียบเทียบอัตราการเสียชีวิตของประชากรไทยในสาเหตุต่างๆ ในช่วงการระบาดของโรคติดเชื้อไวรัสโคโรนา 2019 เปรียบเทียบกับอัตราการเสียชีวิตในอดีต และวัตถุประสงค์ที่ 5: เพื่อศึกษาและพัฒนากระบวนการและแนวทางการใช้ข้อมูลขนาดใหญ่ (big data) จากฐานข้อมูลในการตอบคำถามเชิงนโยบายเกี่ยวกับระบบสุขภาพเพื่อตอบสนองต่อสถานการณ์การแพร่ระบาดของโรคติดเชื้อไวรัสโคโรนา 2019 โดยสรุป โครงการวิจัยนี้อาจถือได้ว่าเป็นหนึ่งในโครงการแรกๆ ที่ได้รับการสนับสนุนการใช้ข้อมูลจากสถานการณ์จริง จากฐานข้อมูลการบริหารที่มีอยู่เพื่อนำมาใช้ตอบคำถามเชิงนโยบาย โครงการวิจัยนี้ได้ให้ข้อมูล ในสองประเด็นหลัก: 1) ตอบคำถามที่เกี่ยวข้องกับนโยบาย และ 2) ตั้งคำถามเพิ่มเติมจากผลการวิจัยที่ได้ สำหรับการต่อยอดเป็นงานวิจัยในอนาคต โครงการวิจัยนี้ได้พยายามเปลี่ยนวิกฤตให้เป็นโอกาสและหวังว่าโอกาสเหล่านี้จะช่วยวางรากฐานสำหรับการวิจัยในอนาคตต่อไปth_TH

dc.description.abstractalternativeThe coronavirus disease 2019 (COVID-19) pandemic has spread across the globe and impacted everyone, everywhere. Despite COVID-19’s negative impact in several aspects, this pandemic has created an opportunity for researchers to explore new research questions and approaches to the challenging situation which the world is facing with the overall aim to support our communities. The purpose of this study was to address policy-relevant questions arising from the COVID-19 pandemic by investigating the impact of COVID-19 on outpatient (OPD) and inpatient (IPD) service utilization, ambulatory care sensitive conditions (ACSCs), mental health, low-value care (LVC), and mortality. Literature reviews and analyses of real world data from existing administrative databases were used to achieve the overall goal of creating evidence to support the healthcare system in Thailand. In conclusion, this study can consider to be the first study that use real-world data from existing administrative databases to address policy questions. The study delivers outputs on two main areas: 1) answering policy-related questions; and 2) raising new topics for future research based on the study results. This study seeks to turn a crisis into an opportunity and our research team hope that it will help spark and create a foundation for many further studies.th_TH
