Abstract
Background Southern is important part for tourism. Enhancing of safety system will promote public health and tourist economy. Development of maritime safety model at Koh Toa is a pilot project which can adapt to other areas Objectives Development of maritime safety system at Koh Toa, Pha Ngan district, Surat Thani Province Methods Operation divided into 3 phases; 1) Development of maritime safety framework and survey tools, 2) Activities eg. Executive and stakeholders meeting, context’s survey, training population and healthcare providers, risks and safety survey and emergency operation exercise, and 3) Outcomes assessment which were assessed by evaluation form and emergency response audit Results Main results were 1) Maritime Safety Framework, 2) Population and healthcare providers capability for emergency response and risk survey, 3) Integration of emergency medical service protocols (ground, sea, air), 4) Risks and safety integrated map, 5) Recommendations for executives for system development, and 6) marine incident was decreased and emergency response were improved. Conclusion Development of safety system at Koh Toa following maritime safety framework improved results in prevention and health promotion, community-based emergency response, and emergency care with safe transfer, and resulting in decreasing marine incident and improved emergency operation. The model can apply for system development in other areas.
