Abstract
This research aims to evaluate the progress of the Provincial Administrative
Organization's (PAOs) operations to support the transfer of Subdistrict Health Promotion
Hospitals from the Ministry of Public Health to see how much progress has been made.
There are what obstacles and problems, and what are the guidelines for further
improvement and development? For this purpose, the research team has chosen to use the
evaluation research model as the evaluation methodology. They reviewed the literature and
established a research concept framework to be in line with the criteria set by the National
Decentralization Commission (NAC) for PAOs to carry out 5 items: (1) Progress in organizational
structure operations This includes the establishment of the Public Health Service Area Office
and the Public Health Division in the PAOs. (2) Progress in personnel management. to be in
accordance with the transfer criteria’s (3) progress in budget management and accounting (4)
progress in primary health care management and (5 ) progress in managing, monitoring,
supervising, and evaluating the performance of Subdistrict Health Promoting Hospital. In
terms of methodology, a mixed research method was chosen. In step 1 , a qualitative
research method was used. Data were collected through surveys along with in-depth
interviews from Provincial Administrative Organizations and Provincial Health Offices in 8
provinces, 4 regions. Step 2 used quantitative research methods by extracting some
important issues from Step 1 to check for generality The quantitative research collected data
using a questionnaire from a sample group of Provincial Administrative Organizations and
Provincial Health Offices in 49 provinces that received transfers in fiscal year 2023.
The evaluation results found that Progress in operations between October 2022 -
April 2023 in the areas where the PAOs is most directly responsible. (Approximately 80
percent) has already achieved the target, while the remaining (approximately 20 percent) is
in progress. which is expected to be completed in fiscal year 2023. Among the important
problems found were the lack of transfer of personal fringe benefits for personnel. and a
number of personnel did not voluntarily transfer. Which the PAOs solved the problem by
allocating its own money to alleviate the suffering first. As for solving the problem of
personnel not being voluntarily transferred, the PAOs uses the method of recruiting
additional personnel. which can solve the immediate problem as appropriate.
