| dc.description.abstract | การวิจัยนี้วัตถุประสงค์เพื่อประเมินผลด้านระบบข้อมูล/สารสนเทศของโรงพยาบาลส่งเสริมสุขภาพตำบล (รพ.สต.) ที่ได้รับการถ่ายโอนจากกระทรวงสาธารณสุขไปสู่องค์การบริหารส่วนจังหวัด (อบจ.) โดยมุ่งศึกษาการเปลี่ยนแปลงสังกัดของ รพ.สต. ที่ถ่ายโอนไปสู่ อบจ. ได้ทำให้เกิดการเปลี่ยนแปลงระบบข้อมูลและสารสนเทศได้บ้างหรือไม่ อย่างไร และประเมินผลความพร้อมและประสิทธิภาพของระบบข้อมูลและสารสนเทศของ รพ.สต. ในการสนับสนุนการให้บริการแก่ประชาชน ภายหลังจากการถ่ายโอนไปสู่ อบจ. ในการนี้คณะวิจัยได้เลือกใช้รูปแบบการวิจัยประเมินผล โดยได้ทบทวนวรรณกรรมและกำหนดกรอบแนวคิดการวิจัยประเมินผลขึ้นในรูปแบบโจทย์คำถามเพื่อเป็นแนวทางในการแสวงหาคำตอบ 5 ข้อ ในด้านวิธีวิทยาการวิจัย ได้เลือกใช้วิธีวิจัยเชิงคุณภาพ โดยเก็บข้อมูลโดยการสำรวจข้อมูลเชิงรุกร่วมกับการสัมภาษณ์ผู้มีประสบการณ์ตรงในการผลิตข้อมูลนั้น หลังจากนั้นได้ทำการวิเคราะห์และตีความเพื่อตอบโจทย์การวิจัยจาก 32 รพ.สต. ใน 8 จังหวัด 4 ภาค ผลการประเมินพบว่า 1) ลักษณะทั่วไปของข้อมูล/สารสนเทศของ รพ.สต. พบว่า หลังการถ่ายโอนส่วนใหญ่ยังคงเหมือนเดิม มีเพียงส่วนน้อยที่ได้รับการปรับปรุงให้ดีขึ้น 2) ระบบคุณภาพของข้อมูลของ รพ.สต. พบว่า หลังการถ่ายโอนส่วนใหญ่ยังคงเหมือนเดิม ยังไม่มีระบบการจัดการข้อมูลหรือคุณภาพข้อมูลเป็นของตนเอง รพ.สต. มีเพียงส่วนน้อยที่ อบจ. มาดูแลระบบข้อมูลให้ดีขึ้น 3) ระบบเทคโนโลยีสารสนเทศ พบว่า หลังการถ่ายโอนส่วนใหญ่ยังคงใช้ระบบเดิม 4) ระบบข้อมูล/สารสนเทศ มีฐานข้อมูลกลุ่มเป้าหมายและมีการวิเคราะห์ข้อมูลที่สอดคล้องกับเป้าประสงค์ของระบบสุขภาพปฐมภูมิ (ของ รพ.สต.) พบว่า หลังการถ่ายโอนส่วนใหญ่มีระบบข้อมูลสำหรับกลุ่มเป้าหมายเหมือนเดิม 5) ปัญหาอุปสรรคสำคัญคือ (1) ระบบฐานข้อมูลของ รพ.สต. ไม่เป็นปัจจุบัน (2) ฐานข้อมูลยังไม่เชื่อมโยงกับ อบจ. (3) บุคลากรขาดศักยภาพในการใช้ระบบข้อมูล (4) การไม่มีเครื่องคอมพิวเตอร์เพียงพอในการใช้งาน ระบบปฏิบัติการหรือโปรแกรมไม่ทันสมัย รวมถึงไม่มีผู้เชี่ยวชาญและผู้ดูแลระบบ (5) ช่องทางการติดต่อสื่อสารไม่เป็นสากล การประชาสัมพันธ์ข้อมูลข่าวสารให้แก่ประชาชนและผู้รับบริการยังไม่ทั่วถึง สำหรับข้อเสนอของ รพ.สต. ถึงแนวทางพัฒนาในอนาคต คือ (1) จัดหาบุคลากรที่มีความรู้เฉพาะด้านระบบข้อมูลหรือโปรแกรมคอมพิวเตอร์เข้ามาดูแลระบบ (2) จัดให้มีระบบข้อมูลสารสนเทศที่ทันสมัย (3) จัดทำแผนพัฒนาบุคลากรและอบรมการบันทึกข้อมูลให้ครบถ้วนทุกแห่ง (4) ควรจัดให้มีศูนย์ข้อมูลสุขภาพ (Health Data Canter) ร่วมกันในระดับจังหวัด เช่น สาธารณสุขจังหวัด (สสจ.), อบจ. และ รพ.สต. เป็นต้น | th_TH |

| dc.description.abstractalternative | The objective of this research “To evaluate the results of the data/information system of Subdistrict Health Promotion Hospitals that have been transferred from the Ministry of Public Health to Provincial Administrative Organizations” with a focus on studying the change in affiliation of SHPHs that have been transferred to Provincial Administrative Organizations. Has it resulted in any changes to the data and information system? How? And evaluate the readiness and efficiency of the data and information system of the SHPHs in supporting services to the public. After the transfer to the Provincial Administrative Organization, the research team chose to use an evaluation research model. The literature was reviewed and the evaluation research concept was formulated in the form of questions to serve as a guideline for seeking answers to 5 questions. In terms of research methodology, qualitative research methods were used. Data was collected through proactive data surveys along with interviews with people who had direct experience in producing that data. After that, analysis and interpretation were conducted to answer the research questions from 32 SHPHs in 8 provinces, 4 regions. The results of the evaluation found that: 1) General characteristics of the data/information of the SHPHs found that after the transfer most of it remained the same. Only a small part has been improved. 2) The data quality system of the SHPHs found that after the transfer most of it remained the same. There is no data management system or data quality of its own. SHPHs have only a small part of the Provincial Administrative Organization to take better care of the data system. 3) Information technology system: It was found that after the transfer, most still used the old system. 4) Data/Information Systems There is a target group database and data analysis that is consistent with the goals of the primary health system (of the SHPHs). It was found that after the transfer, most of them had the same information system for the target groups. 5) The main obstacles are (a) the database system of the SHPHs is not up to date (b) the database is not yet linked with the Provincial Administrative Organization (c) personnel lack the potential to use the information system (d) the lack of equipment The computer is sufficient for use. The operating system or program is not up to date. Including the lack of experts and system administrators (e) Communication channels are not universal. Publicizing information to the public and service recipients is still not thorough. As for the SHPHs proposal for future development, it is (a) recruiting personnel with specialized knowledge in information systems or computer programs to take care of the system; (b) providing a modern information system; (c) creating Personnel development plan and training for complete data recording everywhere. (d) Health Data Canter should be established jointly at the provincial level, such as Provincial Public Health Offices, Provincial Administrative Organizations, and SHPHs, etc. | th_TH |
