| dc.description.abstract | การมีส่วนร่วมของประชาชนจังหวัดขอนแก่นเพื่อเสนอข้อคิดเห็นด้านสุขภาพด้านการแพทย์ และการสาธารณสุขในการร่างรัฐธรรมนูญ มกราคม 2540-กุมภาพันธ์ 2541 โครงการการมีส่วนร่วมของประชาชนในการร่างรัฐธรรมนูญเป็นงานวิจัยเชิงปฏิบัติการ ซึ่งมีวัตถุประสงค์ที่จะศึกษากระบวนการและกลวิธีในการกระตุ้นให้ประชาชนมีส่วนร่วมในการร่างรัฐธรรมนูญ และรวบรวมความเห็นของประชาชนในจังหวัดขอนแก่น ทุกประเด็นรวมทั้งประเด็นสุขภาพอนามัยและการแพทย์ เพื่อเสนอต่อสภาร่างรัฐธรรมนูญ โครงการฯได้เตรียมคณะทำงานที่สนใจการร่างรัฐธรรมนูญ จัดสนทนากลุ่มย่อย เพื่อรวบรวมความเห็นของประชาชน จำนวน 13 กลุ่ม 146 คน และในขั้นตอนของการทำประชาพิจารณ์เกี่ยวกับร่างรัฐธรรมนูญอีก 12 กลุ่ม 232 คน และได้จัดทำแบบสอบถามความเห็นของประชาชนที่มีอายุ 18 ปีขึ้นไป เกี่ยวกับร่างรัฐธรรมนูญในจังหวัดขอนแก่น 7,000 ตัวอย่าง โดยในจำนวนนี้ แบบสอบถาม 600 ชุด สัมภาษณ์ตรงโดยคณะทำงานที่เหลือให้ผู้ประสานงานรวบรวมได้ร้อยละ 70 ผลการวิจัยพบว่า ประชาชนให้ความสนใจเกี่ยวกับการร่างรัฐธรรมนูญดี แต่ยังขาดกลไกของสังคมที่จะช่วยให้ประชาชนมีส่วนร่วมในช่วงระยะเวลาสั้น ๆ การจัดสนทนากลุ่มเป็นวิธีการหนึ่งที่ประชาชนให้ความเห็นได้ลึกซึ้ง และได้ข้อมูลที่มีคุณภาพ แต่ก็มีข้อจำกัดด้านการจัดการ และการได้จำนวนคนเข้าร่วมกิจกรรมไม่มาก ถ้ามีเวลาจำกัดในการทำประชาพิจารณ์ การสนทนากลุ่มก็เป็นวิธีที่ดีที่จะให้ประชาชนแสดงความเห็นได้เต็มที่ การจัดทำแบบสอบถามโดยมีพนักงานสอบถาม จะช่วยให้ได้ความเห็นของประชาชนจำนวนมากขึ้น ประชาชนให้ความสนใจเสนอความเห็นในร่างรัฐธรรมนูญ โดยเฉพาะเรื่องการเลือกตั้งระบบใหม่ คุณสมบัติของ สส. และสิทธิของประชาชน ในส่วนการแพทย์และสาธารณสุข ประชาชนยังคงคาดหวังให้บริการทางการแพทย์เป็นสวัสดิการจากรัฐ และต้องการให้เกิดการกระจายความเป็นธรรมในการให้บริการ ประเด็นสำคัญในการกระตุ้นให้ประชาชนมีส่วนร่วมในกิจกรรมสาธารณะ เช่น การร่างรัฐธรรมนูญ การประชาพิจารณ์ ยังคงต้องอาศัยงบประมาณของรัฐหรือจากองค์กรให้ทุนอื่น ๆ และต้องมีการจัดระบบการบริหารจัดการ เพื่อให้เกิดกิจกรรมที่ประชาชนจะเข้าไปมีส่วนร่วมได้ | en_US |

| dc.description.abstractalternative | People participation concerning health issue in constitution writing:A case study in Khon Kean Province Common people in Thailand in the past had never been involved in writing the Constitution.In 1997,it was the first time in the Thai history that people werw encouraged to participate the process of writing the latest constitution. The study of people participation in constitutional writing was therefore implemented using action researth approach. The study aimed at documanting the process of people involvement in expressing their opinion in the process of drafting the constitution as well as the public hearing of the constitution. In addition the project also conducted number of group discussion in order to stimulate public interest and collect people’s option and needs in various aspects including the health and medical care. The project started the implementation by organizing a working committee who became educated about the constitutional writing process. The committee menber helped organize 13 discussion group, which involved 146 people from various occuppation including disable people. Opinion from group discussion were collected, synthesized and extended to the constitutional group which involed 232 people, some were in the same discussion group before. To gater wider rang of public opintion project thin launched 7,000 concise questionnaires to people Of 18 year or more throughtout province and got more than 70 percent reponses. The research results indicated that people in Khon Kaen province had show their interest and were willing to share their opinion on the constitutional writing. However, threr were no existing socail mechanism to facilitate people involvement in public event within such a short time span since the public hearing hed to be done within two months. Under time constraint, most core groups in the province therefore organized one day seminar in order to get more number of participants but this method could not facilitate people interaction and indepth information gathering. On the other hand, group discuss could fill the gap of big seminar menthod, it was time consuming and required number of volunteers to facilitate the group discussion and budget management.
