Appropriate model of disease prevention and control, Phitsanulok ProvinceThis is an action research. The goal of this research is to develop more effective model of disease prevention and control. The objectives are to reduce the overlapped duties. time, personnel and budget. Furthermore, it create personnel' s satisfaction. The population of this research is 9 sections of provincial public health office, Phisanulok. The researcher intended to integrated budget, personnel, activity, target group, information, technique, academy of all sections of provincial public health office and every district health officers. This research has been carried out in three phases: situational analysis, developing organization structure and personnel's ability. The operation has been started from October 1996 to May 1998. The strategies are development of personnel ability and work system, directly and indirectly, concerning with disease prevention and control. For usefulness of integration: horizontal and vertical of the performance. This model had been evaluated by both group of executives and performances; provincial and district level. The method of collection data for evaluation was: quantitative: questionnaires and qualitative data that is in-depth intervieww and focus group discussion. The data was analyzed by frequency, means, standard deviation, z-test and t-test. Model of research: there are 4 component structures, organization development, personel development, system development and technical expert. Model of budget allocation, continuous evaluation and control, standardization of performance and good team. Result of research; the study found that the personnel are satisfied to the new model. (p<0.001). Model performance of surveillance can reduce the same operation, save personnel, time and budget, but no different about integrate of disease prevention and control between before and after intervention. It is recommended that: the more effective performance and disesse prevention and control should be improved in 5 issues: To create executives and performances' leadership. To develop method of budgeting system. To adapt the divisions mission of public office.To give more attention to personnel's participation of integration. To use more effective administration and evaluation.
