| dc.description.abstractalternative | This study has utilized both qualitative and quantitative methodologies, with an emphasis on the qualitative aspects. The objective of the study was to examine the transfer process and to make a follow-up report as well as to analyze and summarize the lessons learned from the health center project carried out in the period from September 2007 to October 2008. The result of the study revealed that two factors had an influence before the start of the transfer: the basis of the people’s concept of healthy life development and the preparations before making the transfer. Factors affecting the process included the readiness to be verified by the standardized criteria, preparations for and the feasibility of the process, and interorganizational coordination. In addition, the structure of the system was quite satisfactory since the relationship between the local level unit and the provincial unit was well constructed as a “health-care network.” This enabled the post-transfer administration work effectively towards goals. The communication between the health-care and local administrative organizations was smooth, and ready for the interorganizational transfer. Problems, shortcomings and limitations included a lack of personnel to coordinate between the Ministry of Interior and the Ministry of Public Health, financial problems, the distinction between the regulations of the two ministries, the unclear responsibility of the personnel in charge of the transfer process, the delay and difficulting of the health-care system, which might affect local services, and finally, the lack of a health database linked with other health-care units. The suggestions for the process include the systematic management of the local administrative organization for the preparation of the pre-transferring, transferring and post-transferring processes. A committee in charge of the transfer process should be functional, and should communicate effectively with the related sub-units providing services to the public. Furthermore, the local administration office should join hands with the health-care unit to prepare for the process, administration, plans, provided services, and personnel training for knowledge transfer. Health-care service enhancement should be practiced after the transfer process has been completed under standardized controls as the guideline for working, which connects well with the other existing health units. | en_US |
