| dc.description.abstract | การทำเหมืองถ่านหินอาจสร้างผลกระทบต่อสุขภาพได้หลายประการ ปัจจุบันยังขาดแนวทางการศึกษาผลกระทบต่อสุขภาพจากโครงการประเภทนี้ การศึกษานี้มีวัตถุประสงค์เพื่อกำหนดขอบเขตและแนวทางการศึกษาผลกระทบต่อสุขภาพจากโครงการพัฒนาเหมืองถ่านหินแบบเปิด ศึกษาโดยการทบทวนผลกระทบที่เคยเกิดขึ้นจากการทำเหมืองที่มีลักษณะเดียวกันทั้งในและต่างประเทศ และศึกษาวิถีชีวิตชุมชนของประชากร โดยสร้างกระบวนการเรียนรู้และการมีส่วนร่วมของประชาชนและผู้เกี่ยวข้อง เพื่อกำหนดประเด็นผลกระทบที่ควรได้รับการประเมิน รวมทั้งเสนอแนะขอบเขตและแนวทางในการประเมินเพื่อให้ทราบผลกระทบที่อาจเกิดขึ้นได้อย่างถูกต้องและครอบคลุม ผลการศึกษาพบว่าผลกระทบทางสุขภาพที่ควรศึกษา อาจแบ่งเป็น 4 ด้าน ได้แก่ ผลกระทบทางสุขภาพด้านร่างกาย ทางจิตใจ ทางสังคม และทางจิตวิญญาณ ผลกระทบทางสุขภาพด้านร่างกายที่ควรศึกษา ได้แก่ อุบัติเหตุและการได้รับบาดเจ็บ ผลกระทบจากเสียงดัง โรคและความเดือดร้อนจากมลพิษทางอากาศ โรคและผลกระทบจากมลพิษทางน้ำ ผลกระทบจากแรงสั่นสะเทือน การเคลื่อนย้ายแรงงานและการแพร่ระบาดของโรค ผลกระทบทางสุขภาพด้านจิตใจที่ควรศึกษาได้แก่ ความเครียดและความวิตกกังวล ผลกระทบทางสุขภาพด้านสังคมที่ควรศึกษาคือ ผลกระทบต่อวิถีชีวิตชุมชน ผลกระทบจากการอพยพย้ายถิ่น และผลกระทบต่อพื้นที่ป่าและเกษตรกรรม ผลกระทบทางสุขภาพด้านจิตวิญญาณที่ควรศึกษา คือ ผลกระทบต่อทัศนียภาพ การสูญเสียความรักและภาคภูมิใจในท้องถิ่น และการสูญเสียสิ่งยึดเหนี่ยวทางจิตใจ | en_US |

| dc.description.abstractalternative | Lignite mining may result in several health impacts but at present no guideline exists to investigate those effects. This study was aimed at setting up guidelines for the investigation of possible health impacts from an open-pit mining project, using the participatory approach involving the public and other stakeholders. Results from a literature review on possible health impacts and data on the living styles of the affected community were used to identify the possible health impacts. The public and other stakeholders were allowed to join the study and provide suggestions for public scoping.It was found that there were four aspects of possible health impacts: physical, mental, social, and spiritual. Physical health impacts comprised accidents and injuries from mining and transportation; effects from noise; diseases and effects from air pollution; diseases and effects from water pollution; effects from blasting; and labor migration and communicable diseases. Mental health impacts were expected from stress and anxiety. Social health impacts were likely from effects on community lifestyle; effects from community migration and resettlement; and effects from depletion of forest and agricultural land. Spiritual health impacts were likely from effects of aesthetic changes and loss of loyalty to and connection with the locality; and the effects of people losing their spiritual haven. | en_US |
