dc.description.abstractงานวิจัยที่มีคุณภาพและสามารถนำไปใช้ประโยชน์เพื่อพัฒนาประเทศได้นั้น ต้องอาศัยการดำเนินงานอย่างเป็นระบบของหลายหน่วยงานที่เกี่ยวข้อง โดยเฉพาะอย่างยิ่งหน่วยงานที่มีหน้าที่ให้ทุนสนับสนุนการวิจัย การศึกษานี้มีวัตถุประสงค์เพื่อให้ข้อเสนอแนะแก่หน่วยงานที่ให้ทุนสนับสนุนการวิจัยเกี่ยวกับแนวทางในการจัดการงานวิจัยด้านสุขภาพในประเทศไทย วิธีการพัฒนาข้อเสนอแนะประกอบด้วย 1.การทบทวนเอกสารเกี่ยวกับประสบการณ์ในการจัดการงานวิจัยด้านสุขภาพของหน่วยงานให้ทุนสนับสนุนการวิจัยระดับประเทศทั้งในและต่างประเทศโดยเฉพาะหน่วยงานภาครัฐ 2.การสัมภาษณ์เชิงลึก และ 3.การจัดประชุมกลุ่มย่อยกับผู้ที่มีส่วนเกี่ยวข้อง บทความนี้นำเสนอการจัดการงานวิจัยด้านสุขภาพของหน่วยงานในต่างประเทศ เปรียบเทียบกับการดำเนินงาน ปัญหาและอุปสรรคที่เกิดขึ้นในปัจจุบันของหน่วยงานให้ทุนสนับสนุนการวิจัยในประเทศไทยในประเด็นต่างๆ ตามแนวทางการปฏิรูป 9 มิติของระบบวิจัย ซึ่งจากการศึกษาพบว่า การจัดการงานวิจัยด้านสุขภาพในประเทศไทยยังต้องการการพัฒนาอีกมากโดยเฉพาะอย่างยิ่งในด้านความร่วมมือกันของหน่วยงานที่เกี่ยวข้องในการพัฒนาและกำหนดนโยบายวิจัยด้านสุขภาพของประเทศ การลดงบประมาณสนับสนุนในส่วนที่ไม่มีแผนยุทธศาสตร์ที่ชัดเจน การพัฒนาและเพิ่มบทบาทของนักจัดการงานวิจัยเพื่อสนับสนุนการนำผลงานวิจัยไปใช้ให้เกิดประโยชน์ และการติดตามประเมินผลที่มีตัวชี้วัดครอบคลุมตั้งแต่ปัจจัยนำเข้า กระบวนการ ผลลัพธ์และผลกระทบจากงานวิจัยth_TH

dc.description.abstractalternativeObtaining quality research that can benefit country development requires systematic management of relevant agencies including research funding agencies. This study aimed to provide research funding agencies recommendations regarding the management of health research in Thailand. The study was carried out by reviewing literature and documents related to experience in health research management of both national and international government research funding agencies. Additionally, key informant interviews and focus group discussions with experts involved in research systems were conducted. The study analyzed and compared research management components of various countries with those of the Thai research funding agencies under 9 different dimensions. The study showed that health research management in Thailand still needed to be developed. In particular, health research management needs to focus on the coordination of relevant agencies in national health research policy formulation, reduction of budget support in unclear strategies, development and increase in the role of research managers in order to support research utilization, and lastly, monitoring and evaluation using comprehensive indicators to measure input, process, output and impact of research.en_US
