Abstract
Introduction: The changing landscape of mental health determinants during the “new abnormal” period necessitates an evaluation of mental health data systems and relevant alternative innovations. This assessment aims to enhance information systems for monitoring the impact on population mental health, especially during emergency situations. Method: This study evaluates the implementation of depression screening policies designed by the Department of Mental Health. A total of 194 stakeholders involved in mental health data were engaged in in-depth interviews and group discussions. This was complemented with online surveys that targeted the public (n=301) and policy implementers (n=281). The policy recommendations process involves a review of research findings related to digital innovation experiences in mental health within low- to middle income countries. Stakeholder feedback informs the development of a foundational database model based on the Nested model for visualization. Results: The resilience of communities, the use of operational performance indicators for inspections, and the importance of leadership at all levels are critical factors determining the success of mental health service delivery and continuous data utilization. Challenges such as unmet service user needs, resource constraints, and potential future policy changes may impact the continuity of mental health information. To ensure sustainable investment, the government must invest in developing robust health database infrastructure that seamlessly integrates data with workforce skills, maximizing the database’s full potential.
