Policy Proposal for Managing Cross-Border Patient Referral Systems between Thailand, Lao People's Democratic Republic, and the Kingdom of Cambodia

Abstract
This research aimed to enhance the national health security preparedness to effectively address national epidemics and emerging diseases by utilizing research findings, knowledge, and Innovations. The objective was to develop a health system capable of responding to health emergencies and public health threats. Research tools included observation records, questionnaires, and experimental logs. Results were analyzed and used to develop a digital platform and to devise a marketing communication plan for a patient referral system that supported cross-border travel between Thailand, The Kingdom of Cambodia, and The Lao People's Democratic Republic. The platform was linked with local utility units such as Provincial Public Health Offices, Disease Control Office 10, and Disease Control Checkpoints at Chong Mek, Chong Sa-Ngam, and Chong Chom, Sirindhorn Hospital, Phu Sing Hospital, and Kabchoeng Hospital. To promote widespread use of the platform, a comprehensive marketing communication plan was developed and designed. This plan employed integrated marketing communication tools to enhance the visibility of the patient management platform.
