บทคัดย่อ
ความสำคัญและที่มา ประเทศไทยเป็นหมุดหมายสำคัญของนักท่องเที่ยวนานาประเทศทั่วโลก การพัฒนาการท่องเที่ยวปลอดภัยจะส่งเสริมศักยภาพด้านการท่องเที่ยวของประเทศไทยอย่างยั่งยืน จึงเป็นภารกิจเชิงยุทธศาสตร์ โดยเฉพาะระบบสาธารณสุขทางทะเลซึ่งเป็นกลไกสำคัญต่อความเชื่อมั่นของนักท่องเที่ยว การพัฒนาศูนย์กลางข้อมูลสารสนเทศแบบบูรณาการที่ทุกภาคส่วนเข้าถึงได้ จะช่วยเพิ่มประสิทธิภาพการป้องกันเหตุ การตอบสนองฉุกเฉิน และการจัดการความเสี่ยงในพื้นที่ทางทะเล รวมทั้งยกระดับความปลอดภัยด้านการท่องเที่ยว วัตถุประสงค์ เพื่อพัฒนาข้อเสนอแนะเชิงนโยบายระบบข้อมูลสารสนเทศความปลอดภัยทางทะเลแบบบูรณาการ วิธีการดำเนินงาน การวิจัยนี้เป็นการวิจัยเชิงปฏิบัติการ (Action Research) เป็นการออกแบบโครงสร้างระบบข้อมูลสารสนเทศโดยผู้เชี่ยวชาญ เก็บและวิเคราะห์ข้อมูลเชิงคุณภาพจากการสัมภาษณ์และเชิงปริมาณจากแบบสอบถามจากกลุ่มเป้าหมายในพื้นที่ ผลการศึกษา ประชากรกลุ่มเป้าหมายในพื้นที่เกาะสมุย เกาะพะงัน เกาะเต่า และจังหวัดภูเก็ต จำนวน 209 คน แบ่งเป็น ประชาชนและนักท่องเที่ยว 130 คน บุคลากร 47 คน และผู้บริหาร 32 คน โดยผลการประเมินพบว่าเห็นด้วยอย่างยิ่ง 89.6%, 94.3%, 92.6% ในกลุ่มผู้บริการ บุคลากรและประชาชน ตามลำดับ ไม่เห็นด้วยและไม่เห็นด้วยอย่างยิ่ง 4.2%, 0%, 1.5% ในกลุ่มผู้บริหาร บุคลากร และประชาชน ตามลำดับ ผู้บริหารให้ข้อเสนอแนะด้านขั้นตอนการลงทะเบียนควรดำเนินการง่ายและสะดวกและการบริหารจัดการบุคลากรเสนอให้นำเสนอข้อมูลในเชิงสร้างสรรค์ และการอบรมบุคลากรในพื้นที่และประชาชนเสนอแนะด้านความปลอดภัยข้อมูลส่วนบุคคล สรุป มาตรฐานระบบข้อมูลสารสนเทศความปลอดภัยทางทะเลแบบบูรณาการ สามารถตอบสนองการใช้งานสำหรับผู้บริหาร บุคลากร และประชาชนหรือนักท่องเที่ยว โดยควรมีระบบบริหารจัดการที่มีประสิทธิภาพ และความปลอดภัยด้านข้อมูล
บทคัดย่อ
Background Thailand is a major destination for international tourists from around the world. The
development of safe tourism will sustainably enhance Thailand’s tourism potential and is
therefore a strategic mission. In particular, the maritime public health system is a key mechanism
in building tourist confidence. The development of an integrated information data center
accessible to all sectors will help improve incident prevention, emergency response, and risk
management in maritime areas, while also enhancing tourism safety standards.
Objective To develop policy recommendations for an integrated maritime safety information
system.
Methodology This study employed action research. The structure of the information system was
designed by experts. Qualitative data were collected and analyzed through interviews, and
quantitative data were obtained from questionnaires administered to target groups in the study
areas.
Results The target population comprised 209 participants from Koh Samui, Koh Phangan, Koh
Tao, and Phuket Province, consisting of 130 members of the public and tourists, 47 personnel,
and 32 administrators. The evaluation results showed strong agreement at levels of 89.6%, 94.3%,
and 92.6% among administrators, personnel, and the public, respectively. Disagreement and
strong disagreement were reported at 4.2%, 0%, and 1.5% among administrators, personnel, and
the public, respectively. Administrators suggested that the registration process should be simple
and convenient, as well as emphasizing effective management. Personnel recommended
presenting information in a creative manner and providing training for local staff. The public
emphasized concerns regarding personal data security.
Conclusion The integrated maritime safety information system standard can effectively serve
administrators, personnel, and the public or tourists. It should incorporate efficient management
systems and strong data security measures.
