Abstract
The Development of Public Health Budget System for Efficiencyand Equity of Budget Allocation and Administration at the Policy Level The current public health budgeting system is largely determined by the Budget Bureau, the Ministry of Finance. Its obvious weak points are the existence of budget ceiling which responds neither people’s demand nor needs, lack of outcome-based activity evaluation, and the use of historical base budgeting system in which new activities are less likely to initiate. Two main objectives of the public health budgeting system should be on improvement of resource use equity and efficiency. It is suggested that health services be grouped into their hierarchies to lessen the existing current problems in addition to using health service information for categorizing such services.
