dc.description.abstractการวิจัยเชิงคุณภาพนี้ มีวัตถุประสงค์เพื่อศึกษากระบวนการจัดทำแผนยุทธศาสตร์พัฒนาสุขภาพด้านการส่งเสริมสุขภาพและป้องกันควบคุมโรค กลุ่มตัวอย่างเป็นผู้ปฏิบัติงานที่มีส่วนเกี่ยวข้องโดยตรงในการจัดทำแผนยุทธศาสตร์พัฒนาสุขภาพด้านการส่งเสริมสุขภาพและป้องกันควบคุมโรคของสำนักงานสาธารณสุขจังหวัดบุรีรัมย์ จำนวน 13 คน คัดเลือกแบบเจาะจง เก็บรวบรวมข้อมูลโดยใช้การสัมภาษณ์กลุ่มแบบเจาะลึก ผลการศึกษาพบขั้นตอนการจัดทำแผนยุทธศาสตร์พัฒนาสุขภาพฯ ประกอบไปด้วย 3 ขั้นตอนหลัก ได้แก่ ขั้นตอนเตรียมการ ขั้นตอนการทบทวนประเด็นยุทธศาสตร์ และ ขั้นตอนการมัดแผน ขั้นตอนเตรียมการประกอบด้วยกระบวนการหลักคือ การทำความเข้าใจกับงาน การเตรียมการล่วงหน้า และการเตรียมข้อมูล ขั้นตอนการทบทวนประเด็นยุทธศาสตร์ประกอบด้วย การเชื่อมโยงนโยบายจากส่วนกลางกับปัญหาความต้องการของพื้นที่ การระดมสมอง และการปรับปรุงยุทธศาสตร์ ส่วนขั้นตอนการมัดแผนประกอบด้วย การจัดทำแผนงานหลัก การบูรณาการทั้งงาน/คน/เงิน/และของ และการจัดทำแผนลักษณะเปิดกว้าง ข้อเสนอแนะจากผลการศึกษาในครั้งนี้เป็นประเด็นของการส่งเสริมความมุ่งมั่นและตระหนักในความสำคัญของการจัดทำแผนโดยผู้บริหารระดับจังหวัด การพัฒนาสมรรถนะและทักษะของทีมงานจัดทำแผน การสำรวจสมรรถนะบุคลากรทั้งด้านสมรรถนะหลักและสมรรถนะตามหน้าที่ของบุคลากรในพื้นที่เพื่อเป็นแนวทางในการวางแผนการพัฒนาและการพัฒนาการดำเนินงานอย่างต่อเนื่องในทุกส่วนงานที่เกี่ยวข้องen_US

dc.description.abstractalternativeThis case study was aimed to explore the processes of developing result-based strategic plan for health promotion, prevention and disease control. Participants were 13 staff members who highly involved with the processes of strategic development and plan of Bureerum Provincial Public Health Office. They were purposive selected. Data were collected using focused group interview. Findings from the study revealed three major processes of strategic planning including preparation, reviewing strategic agenda and binding up the master plan. The process of preparation involved seeking a better understanding, early planning and data preparation. The steps in reviewing strategic agenda consisted of linking policy from central level to the provincial needs, brain storming and revising the strategic agenda. Binding up the strategic plan consisted of developing master plan, integrating projects and outcome indicators and making plan more flexible. Suggestions to the findings of this study are to promote the strong intention of the provincial admistrators in using result-based strategic planning for their administration and to promote development of essencial competencies and skills related to the planning for their human resources. The survey of core and functional competencies in relation to result-based management may guide the plan for human resource development in diferrent levels of their team as well as promoting continuing development of working processes covering overall areas in relation to the plan.en_US
